Official rule text
[BR-S-08] For each different value of VAT category rate (BT-119) where the VAT category code (BT-118) is "Standard rated", the VAT category taxable amount (BT-116) in a VAT breakdown (BG-23) shall equal the sum of Invoice line net amounts (BT-131) plus the sum of document level charge amounts (BT-99) minus the sum of document level allowance amounts (BT-92) where the VAT category code (BT-151, BT-102, BT-95) is "Standard rated" and the VAT rate (BT-152, BT-103, BT-96) equals the VAT category rate (BT-119).
Why this error occurs
For each standard-rate VAT breakdown (category S, a given rate) the taxable amount (BT-116) must equal the sum of the line net amounts (BT-131) with category S and that rate, plus document level charges (BT-99) minus document level allowances (BT-92) with the same category and rate. The rule reads cac:TaxSubtotal/cbc:TaxableAmount and compares it with cac:InvoiceLine/cbc:LineExtensionAmount and cac:AllowanceCharge/cbc:Amount filtered by cac:ClassifiedTaxCategory / cac:TaxCategory (UBL), or ram:BasisAmount against ram:LineTotalAmount and ram:ActualAmount filtered by ram:ApplicableTradeTax / ram:CategoryTradeTax (CII). Typical causes: a line at 7% included in the 19% base, line-level allowances subtracted again, or a line with S but a different Percent value than the breakdown.
How to fix it
Formula per (S, rate): BT-116 = Σ BT-131[S, rate] + Σ BT-99[S, rate] - Σ BT-92[S, rate], rounded to 2 decimals. Create one cac:TaxSubtotal / ram:ApplicableTradeTax per rate in use (19 and 7 need two). Make sure every line and every document allowance/charge carries both category code and the exact rate so it is allocated to the right group. Line-level allowances are already inside BT-131, do not subtract them again.
Example (valid)
<cac:TaxSubtotal>
<cbc:TaxableAmount currencyID="EUR">245.90</cbc:TaxableAmount>
<cbc:TaxAmount currencyID="EUR">46.72</cbc:TaxAmount>
<cac:TaxCategory><cbc:ID>S</cbc:ID><cbc:Percent>19</cbc:Percent><cac:TaxScheme><cbc:ID>VAT</cbc:ID></cac:TaxScheme></cac:TaxCategory>
</cac:TaxSubtotal>
