Official rule text

[BR-11] The Buyer postal address shall contain a Buyer country code (BT-55).

Why this error occurs

Inside the buyer postal address the rule requires cac:Country/cbc:IdentificationCode (UBL) or ram:PostalTradeAddress/ram:CountryID (CII). The buyer country decides whether the supply is domestic, intra-community or export and therefore which VAT treatment applies. It is usually missing because the ERP stores the country as text or leaves it empty for domestic customers.

How to fix it

In UBL add cac:Country/cbc:IdentificationCode as the last child of cac:AccountingCustomerParty/cac:Party/cac:PostalAddress. In CII add ram:CountryID as the last child of ram:BuyerTradeParty/ram:PostalTradeAddress. Use an ISO 3166-1 alpha-2 code in upper case such as DE, AT, CH, FR; fill it for domestic customers as well, there is no implicit default.

Example (valid)

<cac:Country>
  <cbc:IdentificationCode>AT</cbc:IdentificationCode>
</cac:Country>
